MOTCs Holds 1st BARMM Land Transportation Law Enforcers, Security Summit

The Organic Law on Bangsamoro Autonomous Region in Muslim Mindanao (RA 11054), known as Bangsamoro Organic Law (BOL), established the BARMM along with 55 powers, among which is transportation and communication in Article V, Section 2 on Public Utility Operation.

Under the signed MOA, the function of transportation and communication has been transferred or turned over from other regions to MOTC-BARMM. to affect the law, the MOTC thru, the Land Transport Services, BLTO, and BLTFRB who has jurisdiction to enforce related laws under RA 4136 Section 29 initiated the move to coordinate with all other stakeholders to bring into the table of discussion the salient points of the LTS in the region.

Many law enforcers are still undertaking law enforcement activities under RA 4136 Section 29 in BARMM and promote illegal law enforcement activities of unauthorized law enforcement that result in confusion and unnecessary inconvenience to the commuting public. Hence The 1st BARMM Land Transportation Law Enforcers & Security Summit was conducted face-to-face and via zoom on March 18, 2022, at Em Manor Hotel to address the following issues: 1. Delineate roles and responsibilities between and among the other law enforcement agencies vis-à-vis the establishment of BARMM under RA 11054, 2. Commit to issue orders to eliminate encroachment of law enforcement activities with MOTC-BARMM, rationalize deployment of staff, and enhance efficiency among the law enforcement agencies; 3. Commit to eliminating unnecessary burden among commuting public with BARMM.

Grace by DOTr Secretary Arthur Tugade, Undersecretary Raul L. Del Rosario -Administrator from the Office of the Transportation Security (OTS) and participants coming from the PNP, HPG, CIDG, PA (6TH ID Kampilan & Westmincom), Traffic Management Unit, Traffic Management Center, Transportation Cooperative, Bus Company, BTA Committee on Transportation, MPOS, and MILG, who took part in the event led by the Director of Land Transport Service, Datunor G. Abutazil, along with his staff.

Moreover, the message of support given by the Interim Chief Minister Honorable Ahod Ebrahim truly gave honor to the program.

Finally, the question and answer portion and the affirmations highlighted the event as they manifest their willingness through signing the binding agreement to support the office to more responsive and legal law enforcement practices.

Minister Hermoso is proud of the effort and encourages to continue the initiative not only on the land but also to the water and air services as well.
