The Land Transportation Office (LTO) of the Department of Transportation (DOTr) resolved that the issuances of the Bangsamoro Land Transportation Office (BLTO) shall be recognized outside the BARMM pursuant to the approval of the “Guidelines in the Recognition of the BLTO Issuances of Driver’s Licenses, Renewal of Motor Vehicle Registration and Miscellaneous Transactions” by DOTR SECRETARY JAIME J. BAUTISA on September 19, 2023.
The guidelines were issued through the efforts of the MOTC-BARMM with the guidance of Minister Atty. Paisalin P. Tago, CPA.
These guidelines resolved the question on the legality of the issuances of BLTO which resulted to the inconvenience and confusion of the motorist, enforcers, and other concerned authorities.
Moreover, the new LTO Land Transportation Management System designed by DERMALOG will be extended to BLTO pursuant to the said guidelines. A small group composed of IT specialists of LTO and BLTO and respresentatives from DERMALOG is also created to facilitate the extension. It is expected that BLTO will use the said system the soonest possible time.
Minister Tago is extremely grateful to the Inter-Governmental Relations Board (IGRB) Co-Chaired by Secretary Amenah F. Pangandaman and Minister Mohagher Iqbal in facilitating the resolution of this matter and has directed all employees of BLTO to widely disseminate the guidelines. Lastly, Great appreciation is given to DOTr Sec Jaime Bautista and LTO Assec Vigor Mendoza for their unequivocal, total support and to Chief Minister Ahod Balawag Ebrahim in committing his continuing trust, guidance and confidence to the management and leadership of MOTC-BARMM.
