BLTFRB personnel attend series of CAPDEV training


Some BLFTRB personnel underwent a series of Capacity Building Training on Route Survey, Rama/ Ride map, Rules of Practice and Procedure, Monitoring, Inventory, and Technical Services conducted by expert trainers from LTFRB Central Office scheduled on the first week (June 20 – June 24): DOTR, Columbia Tower, Ortigas Ave., Wack-Wack, Mandaluyong City and on the Second Week (June 27 – July 1), LTFRB Central Office, East Avenue, Diliman, Quezon City.

This training in compliance with the Memorandum of Agreement (MOA) executed between the LTFRB and the BLTFRB on July 1, 2021, that the latter agreed and bound itself to fulfill, among others, that the former should extend technical assistance to the latter through training, seminars, and other activities that would enhance its capacity to perform its functions. Both parties agreed on essential training lists and timelines. LTFRB would assist the BLTFRB in its absorptive capacity before it could assume full responsibility for the transferred powers and functions.

Further, the topics on this capacity-building were on a Syllabus and Program Design recommended by Diosdado B. Santiago, Jr., OIC of LTFRB Franchise Planning and Monitoring Division, as the pieces of training agreed upon by and between the parties and approved in the BLTFRB’s WFP for FY 2021.

Moreover, these were fundamental courses designed for training trainers’ for the BLTFRB personnel to effectively and efficiently discharge and carry out their mandate, especially transactions relating to the application of the Certificate of Public Convenience (CPC)/ franchise required in the operation of the public transport system.

The Immersion activity of the personnel at the LTFRB Central Office, East Ave., Diliman, Quezon City, of their actual observation and exposure to the Central Office’s daily operations, and culture, would become apparent in their personal, hands-on experience in this field of which they could have the chance to practice and apply what they had learned in the lecture and field activities.
