The Technical Team validates all the relevant factors affecting the project, including economic, technical, and legal aspects, to determine the probability of completing the project. Similarly, they identify potential problems in carrying out the project.

The identified four (4) sites under Special Development Fund (SDF) are in the areas of (1) Libungan-Toreta, Pigcawayan, SGA, (2) Gambar, Mother Kabuntalan, Maguindanao, (3) Buliok, Pagalungan, Maguindanao, and (4) Tugal, Sultan Sa Barongis, Maguindanao and these are identified feasible and recommended for the immediate implementation. Thus, these project development are viable for their construction.

Furthermore, this project is in line with Republic Act 11054, the Organic Law for the BARMM, which provides a SDF to rebuild, rehabilitate, and develop its conflict-affected communities.
